Mcare to Publish the 2027 Assessment Rate of 30%

October 29, 2026 notice from the Pennsylvania Insurance Department:

The Medical Care Availability and Reduction of Error (Mcare) Act requires Mcare to calculate the assessment rate in the fall of each year and inform the health care provider community and insurers of the assessment rate percentage for the following year by November 1^st.  In compliance with that mandate, Mcare will publish the 2027 Assessment Rate of 30% in the Pennsylvania Bulletin on Saturday, October 31, 2026. 

 This rate was calculated pursuant to the Mcare Act and the terms of the 2014 Settlement Agreement.  The 2027 Mcare Assessment Rate is one percentage point higher than the 2026 rate of 29%.  Mcare is a pay-as-you-go system with its claims payments from the preceding claims year (September 1^st to August 31^st) being the largest factor when determining the assessment percentage.
