PAMED Submits Comments on Uniform Guidance Governing Federal Grants

Recently, PAMED submitted comments in response to requests for information issued by the Office of Management and Budget (OMB) on the Notice of Proposed Rulemaking (NPRM) concerning the Uniform Guidance governing federal grants. OMB proposes revisions that would improve transparency, accountability, and oversight for Federal financial assistance including grants.

PAMED agrees with the strategy developed to achieve these aims, but, as written, several provisions of the proposed rule would undermine these objectives. PAMED offered the following recommendations to advance a more effective, transparent, and accountable grantmaking infrastructure:

  • Focus federal funding on the research and initiatives that offer the greatest benefit to society and have the highest merit.
  • Make funding opportunities more accessible while reducing administrative complexity for recipients.
  • Improve oversight and accountability while increasing transparency in federal grantmaking.
  • Increase the effectiveness and return of taxpayer-funded investments.
