Department of Health Chronic Renal Disease Program Eligibility Criteria—Residency

Last Updated

Jan 6, 2026, 15:40 PM

The Department of Health (Department) is updating the residency criteria set forth in the Chronic Renal Disease Program. This program provides coverage for both children and adults who have end-stage renal disease.

The Department deleted the residency criteria set forth in the notice published at 33 Pa.B. 4852 (September 27, 2003), Chronic Renal Disease Program Eligibility Criteria and replaced it with the criteria in this notice. Residency requirements now require applicants be United States citizens or ''qualified non-citizens'' as that term is defined in the Medical Assistance Eligibility Handbook, section 322.331, who have been residents of this Commonwealth for at least 90 consecutive days. Applicants who have not lived in this Commonwealth for 90 consecutive days will be considered residents for purposes of the Department if they can establish an intent to maintain a permanent home in this Commonwealth for the indefinite future.

The following documentation must be submitted with the application and updated annually as necessary: birth certificate; naturalization papers or United States Citizenship and Immigration Services documents; and dated identification with an address in this Commonwealth or other verification, for example, public utility records and receipts, rent receipts, motor vehicle records, local tax records or completed and signed Federal or State income tax return with preprinted name and address.

If you have any questions, contact Kathy Jo Stence, Director, Bureau of Family Health, Division of Child and Adult Health Services at (717) 772-2762.
