Pennsylvania Department of Transportation Seizure Regulation Memo

Regulation #18-486: Seizure Disorder Regulation, approved by the Independent Regulatory Review Commission on January 15, 2026, has amended PA Code 67, Section 83.4, which will become effective on March 28, 2026. This reduces the period of time that a person is disqualified from driving following a seizure from a period of no less than 6 months to a period of no less than 3 months. It also provides flexibility by allowing an additional 3-month period of restriction if, in the opinion of the person's licensed physician, the seizure disorder is likely to impair the person's ability to control and safely operate a motor vehicle.

Under PennDOT’s current regulations, PA Code 67 Chapter 83.4, a person who has a seizure disorder will not be qualified to drive unless a licensed physician reports that the person has been free from seizure for at least 6 months immediately preceding, with or without medication. A person will not be disqualified if the person has experienced only auras during that period.

The Seizure Reporting Form (DL-121) and Initial Reporting Form (DL-13) have been updated accordingly and will be available on March 28, 2026.
