HHS Final Rule Administrative Simplification; Adoption of Standards for Health Care Claims Attachments Transactions and Electronic Signatures

This final rule implements requirements of the Administrative Simplification subtitle of the Health Insurance Portability and Accountability Act of 1996 (HIPAA), and the Patient Protection and Affordable Care Act by adopting standards for the electronic exchange of clinical and administrative documentation to support claims-related processes. Standardizing health care claims attachment transactions is intended to reduce administrative burden and improve data exchange efficiency between health plans and health care providers.

Specifically, this final rule adopts the following:

  • definitions of attachment information, electronic signature, and health care claims attachments transaction;
  • standards for health care claims attachments transactions; and
  • standards for electronic signatures, to be used in conjunction with health care claims attachments transactions.

This final rule is effective on May 26, 2026, with a compliance date of May 26, 2028.
