2026 Resolutions & Reference Committee Reports


Resolutions and written reference committee testimony will be available on Wednesday, August 12, 2026, and remain open through oral reference committee testimony on Saturday, September 19, 2026. When reference committee testimony closes, it will be removed from the website so that the Reference Committee can deliberate. Reference committee reports will be available on Wednesday, September 30, 2026.

 You must be logged in as a PAMED Member to read any of the resolutions below or to enter any written comments, which will serve as official testimony and will be considered by the members of the 2026 HOD Reference Committee or the Bylaws Committee in producing their reports.

Please note that the deadline for a late resolution is Thursday, September 10, 2026. Any resolution submitted after that date until the House convenes will be deemed an emergency resolution. Please see page 19 of the HOD Manual for procedural details concerning late or emergency resolutions.

2026 Late Resolutions:

At the September 19th session, the House will decide whether three late resolutions will be added as items of business. A late resolution is one submitted after the designated submission deadline, but prior to the opening of the House. A late resolution requires a 2/3 vote of the House in order to be added as an item of business. Debate will be limited to whether the House should accept the resolution as an item of business. The Committee on Rules and Credentials has reviewed the late resolutions and has provided a recommendation as to whether each should be accepted as an item of business.
