Marcia Lammando serves as program director of LifeGuard® overseeing the day-to-day operations of the program and providing direction of infrastructure development and program enhancements. She conducts interviews of physician participants, coordinates intake information with referring entities, and selects customized program components for participants in collaboration with LifeGuard’s medical directors. She also is accountable for the vetting of newly developed assessment tools, program methodologies, and partnership management and has been instrumental in the recognition of LifeGuard by numerous state boards and health systems as a major clinical assessment program
Ms. Lammando provides ongoing support to physician participants throughout their individual programs and oversight of the case management processes. She interfaces regularly with the National Board of Medical Examiners’ Post-Licensure Assessment System (PLAS) staff to discuss examination modalities best suited for the distinctive needs of each LifeGuard participant.
She has held health care management positions in acute care, ambulatory care, education, and managed care for over 30 years. Her key areas of expertise include physician clinical assessment methodologies; state and federal healthcare regulatory requirements; quality improvement processes and study design; and analysis of data and intervention development.
She earned a BSN from Pennsylvania State University and an MHSA from the University of St. Francis. She is also a graduate of the University of Pennsylvania Wharton School of Business Executive ManagementProgram.
Michael A. Ashburn
MD, MPH, MBA
Dr. Ashburn is professor of Anesthesiology and Critical Care, and a Senior Fellow of the Leonard Davis Institute of Health Economics at the University of Pennsylvania. He is the Director of the Penn Pain Medicine Center, and was named to the Penn Academy of Master Clinicians in 2014.
Dr. Ashburn completed his undergraduate training at Auburn University in physics, his Masters in Public Health at the University of Utah, Masters in Business Administration at the Wharton School of Business at the University of Pennsylvania, and his medical training at the University of South Alabama in Mobile, Alabama. He completed his residency in anesthesiology at the University of South Alabama Medical Center, and a fellowship in pain medicine at the University of Utah. He is board certified in Anesthesiology, Pain Management, and Hospice and Palliative Medicine through the American Board of Anesthesiology.
Dr. Ashburn was a member of the Department of Anesthesiology at the University of Utah from 1987 – 2002, and served as Professor of Anesthesiology and Director of the Pain Management Center from 1996 - 2002. Dr. Ashburn was president of the American Pain Society from 2000 - 2002. In addition, Dr. Ashburn served on the Board of Directors of the Rehabilitation Accreditation Commission, (CARF) from 2001-2003, where he served as a member of 3 National Advisory Committees on Pain. Prior to joining the faculty at the University of Pennsylvania in 2007, Dr. Ashburn was the co-founder and Executive Vice President for Clinical and Regulatory Affairs for ZARS Pharma of Salt Lake City.
From 1995 - 1996, Dr. Ashburn was a Robert Wood Johnson Health Policy Fellow, where he served as a health policy advisor for Senator Orrin Hatch (R, UT) in Washington, DC. He also served as the Chairman of the Pain Care Coalition from 2000-2002, and as the chair of the Pennsylvania Pain Coalition from 2009 to 2012.
Throughout his career, Dr. Ashburn has also served as a consultant to multiple Federal Agencies, including the Federal Bureau of Investigation, The Department of Justice, the Drug Enforcement Agency, and the Food and Drug Administration. While working with the FDA, Dr. Ashburn was a member of their Anesthesia and Life Saving Drugs Advisory Board.
Dr. Ashburn served on the Pennsylvania House Advisory Committee on Opioid Addiction in 2014 and 2015, and is currently serving on the Pennsylvania State Task Force on Prescription Drug Abuse. Dr. Ashburn is also a member of the ABC-MAP (state prescription drug database) Advisory Group for the State of Pennsylvania, and is a member of the Pain Medicine MOCA Minute Committee for the American Board of Anesthesiology. Dr. Ashburn is currently serving on a Pennsylvania State task force to develop a state-wide core competencies for the prevention and management of prescription drug abuse for use by Pennsylvania medical schools.
Dr. Ashburn serves on the editorial board for Pain Medicine and The Journal of Opioid Management. He has been active in clinical research, mainly centered on the development of outcome measurement systems for chronic pain and palliative care, the integration of specialty care into primary care practice through the patient-centered medical home model of care, the study of non-invasive drug delivery systems, and the conduct of safety and efficacy trials intended to evaluate a drug or device for the treatment of pain.
Ignacio J. Badiola
Dr. Badiola joined the University of Pennsylvania’s Pain Center in 2014 after many years of private practice pain management. Board certified in both Anesthesiology and Pain Medicine, Dr. Badiola earned his medical degree from the University of Miami, after which he completed an internship in General Surgery at the University of Florida. He completed his residency at the University of California, Los Angeles (UCLA) and went on to complete fellowships in both Chronic and Acute Pain at UCLA and Vanderbilt University. He is currently an Assistant Professor in the Department of Anesthesiology and Critical Care at the University of Pennsylvania.
He has extensive experience and interest in the multi-disciplinary pain management of acute, chronic, benign and malignant pain. One of his main reasons for returning to academic medicine included involvement in teaching and lecturing to medical students, residents, fellows, faculty members and community physicians in all aspects of pain medicine. This includes medical and interventional management including topics on safe opioid prescribing practices.
Dr. Badiola is an active member of the American Academy of Pain Medicine, International Association for the Study of Pain (IASP) and The National Hispanic Medical Association.
Martin D. Cheatle
Currently holding several top-level positions, including Director of Behavioral Medicine at the PENN Pain Medicine Center, Director of the Behavioral Medicine Center at the Reading Health System, and Director of Pain and Chemical Dependency Research for Studies of Addiction, Dr. Cheatle graduated Princeton University with a psychology PhD in 1979. Upon completion of his clinical internship at the School of Medicine, University of Pennsylvania, Dr. Cheatle established the Orthopedic Pain Center at the university.
Dr. Cheatle’s postgraduate training involved an NIH Research Fellowship program and gaining experiential knowledge as a clinical psychology intern in the University of Pennsylvania’s Department of Psychiatry (School of Medicine). He is also an Associate Professor of Psychology in Psychiatry at the Perelman School of Medicine, U. of Pennsylvania.
Specializing in applying biopsychosocial theories and applications for evaluating and treating chronic pain disorders, Dr. Cheatle provides editing assistance for the academic journal Pain Medicine while focusing his various research studies on pain management, substance addiction among psychiatric and HIV/AIDS patients, and insights into pain/suicidal ideations and behaviors. Other research areas explored by Dr. Cheatle include a five-year longitudinal study funded by National Institutes of Health regarding addiction in people using prescription opioids for chronic pain relief.

Wayne A. Godfrey
Dr. Godfrey joined the faculty at the University of Pennsylvania as an Assistant Professor in the Department of Anesthesiology and Critical Care in July 2015. He completed his fellowship in Pain Medicine in June 2015 at the University of Pennsylvania and his clinical base year internship and residency in Anesthesiology also at the University of Pennsylvania from June 2010-June 2014.
Prior to his postgraduate medical education, Dr. Godfrey earned his M.D. from the State University of New York Downstate in Brooklyn, NY in 2010. He completed his undergraduate studies at James Madison University in 2001 with a B.S. in Biology. Before matriculating to medical school, he taught high school science courses in Northern Virginia and also in New York City.
In addition to his current position at the University of Pennsylvania, he is an attending physician at the Michael J. Crescenz Veterans Affairs Medical Center in Philadelphia, PA in the Pain Medicine Division.
Veena Graff MD is a board-certified anesthesiologist with subspecialty expertise in pain medicine. She obtained her Masters of Science degree in biology from Purdue University and her Doctor of Medicine degree at the Indiana University School of Medicine in Indianapolis, Indiana. After her medical school training, she completed both her anesthesiology residency and pain medicine fellowship at the University of Vermont Medical Center in Burlington, Vermont.
Dr. Graff is currently an assistant professor of clinical anesthesiology and critical care in the department of anesthesiology and critical care at the University of Pennsylvania Perelman School Of Medicine. She is also an attending anesthesiologist at the Hospital of the University of Pennsylvania and the Penn Presbyterian Medical Center and an attending pain medicine physician at the Penn Pain Medicine Center located at Penn Medicine Rittenhouse, Tuttleman Center.
Dr. Graff’s clinical expertise include the multimodal management of chronic non-cancer and cancer pain by using various interventional modalities such as regional nerve blocks, epidural steroid injections, radiofrequency ablations, discography, spinal cord implantation stimuli, and spinal drug infusion implantation. Her research expertise and interests include the benefits of listening to music in the perioperative setting for patients undergoing surgery and during interventional pain medicine procedures for chronic pain patients.
Recognized across the U.S. for his executive-focused work with medical staffs, physician organizations and hospital boards, Dr. Todd Sagin, MD, JD, is currently the national medical director of two companies offering guidance on a comprehensive variety of health care issues — HG Healthcare Consultant, LLC and Sagin Healthcare Consulting. A continuing faculty member for the American College of Physician Executives, the American College of Healthcare Executives and the Governance Institute, Dr. Sagin was recently selected to be a member of the Baldridge Board of Examiners, which conducts surveys of many healthcare facilities for acknowledging exemplary performance presented by such facilities. Dr. Sagin is also an active member of the Advisor’s Panel of the Governance Institute.
A board-certified physician specializing in geriatrics and family medicine, Dr. Sagin currently provides patient care at the Community Volunteers in Medicine in West Chester, PA. He is also a board member of Volunteers in Medicine, a national organization supporting the establishment of healthcare clinics designed to serve underinsured Americans.
In addition to his medical degree, Dr. Sagin also earned a Juris Doctorate law degree. Using his legal knowledge and experience to act as an arbitrator/mediator during health care conflicts, Dr. Sagin remains active in various aspects of organized medicine at both the national and state levels. For several years, Dr. Sagin sat as a physician representative to the Joint Commission Technical and Professional Advisory Committee, served as president of the Pennsylvania Academy of Family Physicians, and worked tirelessly for five years as National Medical Director and Vice President of the Greeley Company, Division of HCPro, Inc.
An experienced and knowledgeable physician executive, Dr. Sagin previously held the position of Chief Medical Officer and Vice President of Temple University Health System in Philadelphia and Senior Medical Director of PennCare, a multiple-hospital, integrated delivery system. He has also been Clinical Professor and Chairman of the Department of Family Medicine and Community Health at Temple University Medical School. He served as Abington Memorial Hospital’s residency director and medical director of hospital-physician networks, IPAs and PHOs.
Dr. Sagin is currently director of a program dedicated to promoting re-entry of displaced phy sicians back into practice called the Pennsylvania Medical Society’s LifeGuard Program. This program also develops remedial interventions for doctors who present clinical deficiencies threatening to remove their licensure to practice.
Dr. Sagin’s areas of expertise include physician leadership education, medical staff affairs, physician-hospital integration and corrective action and clinical remediation.

Peter K. Yi
Peter K. Yi, MD went to the Johns Hopkins University for his undergraduate education where he majored in Public Health. He attended Temple University School of Medicine and completed his internship in at Lankenau Hospital both in the Philadelphia region. Afterward, he completed an anesthesiology residency at Beth Israel Deaconess Medical Center, affiliated with Harvard University School of Medicine. He then completed a Pain Medicine fellowship at the University of Pennsylvania. Dr. Yi is board certified in Anesthesiology, Pain Medicine, as well as Palliative and Hospice Care and is a licensed physician acupuncturist. His clinical interests include acute and chronic pain, interventional procedures, and cancer pain.
