During the first weekend of March 2016, Mcare mailed the first round of refund checks to physicians and other health care providers.
On March 30, 2016, Mcare mailed to select physicians a second and final notice letter with information about assessment refunds for their Mcare coverage. The refunds are required by a settlement agreement for litigation in which the Pennsylvania Medical Society (PAMED), the Hospital and Healthsystem Association of Pennsylvania, and the Pennsylvania Podiatric Medical Association challenged how Mcare calculated its annual assessments and diversion of Mcare funds by the Commonwealth.
Physicians were sent a second notice letter if they paid an assessment during the years covered by the settlement (2009, 2010, 2011, 2012, and 2014), and:
- The refund notice letter mailed to them in November 2015 was returned to Mcare with an undeliverable address, or
- They did not make payment choices for ALL claimed refunds by the Dec. 30, 2015 cut-off date.
The notice letter was mailed in bi-fold business envelopes with double windows for the Mcare return address and your name and address. If your mail is handled by administrative staff, you should advise them to direct your notice letter to your immediate attention and to not open the envelope, as it contains confidential, time-sensitive information.
Be sure to retain your notice letter. You will need information in that letter to take next steps described below and to verify that any refunds for your coverage have been correctly paid. You will also need this information if you have to contact Mcare about the refunds for your coverage.
Next steps for physicians
The notice letter includes an itemization of each refund for your coverage.
Any next steps that you must take to ensure proper payment of the refunds for your coverage depend upon the designation of your refund in the second column of your refund itemization. Although all lines of coverage are listed, you will not be able to modify any choice you previously made for a claimed refund; Mcare relied on the choices previously made to disseminate the first round checks.
Please note that the final deadline for taking action, if needed, is 20 days from March 30, 2016
(i.e., April 19, 2016).

REMEMBER: If you take no action by the deadline, Mcare will pay the refund to the claimant.

Reach out to the listed assignee ASAP if you dispute a listed assignment; contact Mcare only if this does not resolve the dispute.

Complete any assignments by April 19, 2016.
*When a medical practice is owed a refund payment for the coverage of the practice entity, Mcare needs the practice’s Tax ID number before it can make any payment to the practice. The practice’s notice letter will include a form for the practice to provide its Tax ID number if Mcare does not already have this information. The requirement for a Tax ID number does not apply to physicians.
Payment of refunds
If any refunds are payable to you, you can expect your check before the end of the third quarter of 2016.
Your refund check will be mailed to the same address where your notice letter was successfully delivered unless you update your mailing address in the interim. However, Mcare will not mail a refund check to you if your refund notice is returned to Mcare as undeliverable.
