Mcare Assessments Increased to 21 Percent

Mcare assessments for 2010 will be 21 percent of the Joint Underwriting Association (JUA) rates currently approved for use, the Pennsylvania Insurance Department announced Friday, Oct. 23, 2009. 

According to the Insurance Department’s announcement, even though the 2010 assessment is two points higher than the 19 percent assessment in 2009, "most health care providers in the same JUA class and territory will pay substantially the same MCARE assessment in 2010 as in 2009." 

After vigorous discussion about the Mcare Fund at the Society’s House of Delegates meeting on Oct. 24 and 25, the Society will begin legal, legislative, public relations, and member communications  campaigns about Mcare. 

Prior to Oct. 25, the Pennsylvania Medical Society had already taken legal action to challenge the use of Mcare and Health Care Provider Retention Account funds to balance the state budget.

I thought the MCARE surcharge was supposed to be "phased out." By plundering the fund to balance the budget you have essentially imposed an occupation tax for practicing medicine in this state. How can we compete with other states that don't have special "taxes" on physicians for recruiting new physicians to our state?

Tort reform,Tort reform, Tort reform. We all can see where Governor Rendell's priorities fall. Physicians in this state appear to be an insignificant group of wealthy,self righteous,complainers.I can hear the discussions in the House. If that is the case Mr. Governor, I hope you and your politic allies can find good quality health care in this state when you have just shut the door on new physician recruitment, physician loyalty to Pa and your clear view of tort reform. Good luck keeping physicians in Pa. Stealing from our catastrophic liability fund is the straw that has broken the camel's back for many of us! Be prepared for us, we have had enough!
